
Developing a feasibility and investment strategy for the City of Rawabi (Palestine)

Project realised by Nass Terribas for the Qatar Fund for Development. Developed a feasibility study and investment strategy for the city of Rawabi, a large-scale mixed-use development project in Palestine. The work assessed the market viability, strategic positioning, and financial sustainability of the project across residential, commercial, industrial, and public facilities, and produced a phased delivery and investment roadmap to guide its completion.
Challenge:
Need for feasibility and investment case to test market viability, strategic positioning, and financial sustainability
Project faced political and market constraints, including land access restrictions, affordability pressures, and mismatch between housing supply and demand
Delivery depended on faster sales, phased construction, and additional capital to complete the plan
Approach:
Combined market screening, technical review, financial assessment, and primary and secondary research using ground data, public statistics, and interviews
Assessed housing and real estate market, including demand, affordability, competition, and positioning
Built phased financial model covering revenues, costs, cash flow, profitability, and investment needs across residential, commercial, industrial, and public facilities
Outcome:
Confirmed Rawabi’s potential as a mixed-use development for housing, jobs, and economic growth
Produced a phased delivery and investment roadmap
