Georges Nammour

Georges leads Dunecrest's Healthcare Innovation practice. He is a healthcare executive and consultant with more than 30 years of experience across France, the Gulf, and West Africa, spanning both sides of the work: the operational leadership of large, multi-site institutions, and the consulting side of audit, feasibility, operating model design, and organisational restructuring. His particular strength is bringing a new facility or a restructured service from concept to functioning reality, on a fixed date, with the workforce, processes, and governance in place to sustain it.

Alongside his role at Dunecrest, Georges is a senior consultant with IRIS Conseil Santé in Paris, delivering audits, feasibility studies, and operating model design for institutional and infrastructure projects across the Middle East, North Africa, and West Africa. For the Royal Commission for AlUla and the French Agency for AlUla Development in Saudi Arabia, he led the feasibility assessment for a new 250-bed facility and defined its operating model, staffing structure, competency matrices, and phased recruitment plan. In Morocco he built the business case, operating model, and strategic roadmap for a new institution against international benchmarks, designed its digital service platform, and presented the model to national authorities. Earlier, as deputy managing director and auditor for the Novamed Group in Ivory Coast and Burkina Faso, he audited a twelve-site group across two countries over six months and led its integration into a single operating model, standardising services, pricing, procurement, and shared services, and advising the chief executive on a hub-and-spoke structure new to the West African market.

His executive experience has been built largely in Saudi Arabia. Since 2022 he has been director of clinical nursing and commissioning lead for the Neuroscience and Trauma Centre at the Ministry of National Guard Health Affairs in Jeddah, where he was mandated by the director general to pilot end-to-end operational readiness for a new specialist building: 176 inpatient beds across critical care and wards, a 47-bed emergency and short-stay platform, twelve operating theatres, and full diagnostic imaging and laboratory facilities. The work involved sequencing workforce planning, equipment commissioning, and process design across multiple technical departments against a fixed opening date. Before that, at King Abdulaziz Medical City in Riyadh, he held directorate-level accountability within a 1,300-bed tertiary institution employing around 16,000 people, managing approximately 400 full-time equivalents across emergency, trauma, sterilisation, protocol, and critical care services. He led the restructuring of emergency services, developed the governing policies and procedures, and took the department through successful renewal of both Joint Commission International and Saudi Central Board accreditation.

In Europe, Georges was executive director of an establishment within the Kapa Santé Group in France, an eight-site group with revenue of around 100 million euros, where he held full operational and financial accountability and led the establishment to national certification. At Pôle Santé Sarthe et Loir he co-led the creation of a new operational division covering around twelve units and 265 staff, redesigning service pathways and building the activity dashboards and monitoring indicators to run them. As director of operations at Aspetar in Doha, he established the operations of a specialised institution from the outset, implementing performance monitoring and monthly reporting and taking it through international accreditation. Earlier in his career in France he co-led two national audit and process optimisation missions under the MeaH programme, focused on reducing waiting times, reorganising service flows, and optimising capacity, part of which was delivered within a public-private partnership operating on a shared site.

Georges holds a specialised master's degree in health and pharmaceutical management from ESCEM Business School in Tours, and a Lean management in healthcare certificate from Belmont University in Nashville. He is a qualified health service manager, registered nurse anaesthetist, and registered nurse in France, all held for life, and is registered as a specialist with the Saudi Commission for Health Specialties. A French and Lebanese dual national, he works in French, English, and Arabic, and has been an invited speaker at Arab Health in Dubai and at the regional conference on human resources in the health sector in Manama.
